Michigan Street: Paving Still Set For August |

The paving portion of the Michigan Street reconstruction project in downtown Sturgeon Bay is still on track to begin in early August. City Engineer Tony Depies says the contracts with Vinton Construction have been recommended for approval and work should begin around August 10. |

New State Budget Means About $100,000 Less For Sturgeon Bay Schools |

No programs are going to be cut and no positions will be eliminated, but the new state budget means the Sturgeon Bay School District will have about $80,000 to $100,000 less to work with. District Superintendent Joe Stutting says it's a burden that will ultimately be shifted to the taxpayers. |

With the holiday weekend approaching, the Wisconsin Department of Natural Resources is reminding boaters about the rules in place to help stop the spread of aquatic invasive species. Chris Hamerla, Deputy Conservation Warden in the DNR's Water Guard program, says before entering any body of water, boaters should make sure there are no aquatic plants or zebra mussels attached to their boat, trailer or equipment. |

Wisconsin's seat belt law just got one click tighter. As part of the budget signed by Governor Doyle this week, the state now has a primary enforcement seat belt law. That means police can pull you over solely for not being belted in. In the past, authorities could give you a ticket for the violation, but needed another reason to pull you over. |

A 39-year-old Sturgeon Bay man is in custody and more arrests are expected after a drug bust Monday in Sturgeon Bay. Police Chief Dan Trelka says the Door/Kewaunee Drug Task Force executed a search warrant at a residence on the west side of the city and seized nearly eight pounds of high-grade marijuana, numerous marijuana plants and nearly $16,000 in cash. |

The meeting will give the public a chance to comment on the draft report by the International Upper Great Lakes Study that researched how changes in the St. Clair River - the main outflow for the two lakes - have affected water levels. |

Wisconsin's new two-year budget is a step closer to reality after the State Senate early today passed the $62 billion spending plan by a 17-15 vote. The Journal Sentinel says the final compromise came when Democratic leaders agreed to cut the capital gains exemption in half and nix a proposed tax on oil companies that could have raised gas prices. |

Because of the rehabilitation project, the Michigan Street Bridge in Sturgeon Bay remains closed to vehicle traffic -- that'll be the case until late next year -- but there is a change in the bridge hours that will affect mariners. The Wisconsin Department of Transportation has announced special operating hours to be in effect until July 10. The bridge will have just one leaf open from 6 a.m. to 4:30 p.m. Monday through Thursday, with both leaves upright at all other times. |

We told you about the emergency exercises going on this week at the power plants in Kewaunee County, and a hospital in Door County is also going to be testing its ability to deal with a disaster. Door County Memorial will be running a tornado drill today to see how the staff responds to a confirmed tornado touchdown. The test will include a simulated phone outage that will allow the hospital to test other forms of communication, like cell phones and two-way radios. |

The unemployment rate in Door County has posted another drop, and Kewaunee County continues to have one of the lowest jobless rates in the state. That's the good news from the latest round of numbers released by the State Department of Workforce Development. Door County's May unemployment rate was 7.6%, down from 9.4% in April, and more than 4% lower than the 11.8% reached in March. |

Governor Jim Doyle yesterday called for a special session of the Legislature, saying lawmakers need to take action on a proposal to expand the tax on hospitals that was passed earlier this year. The proposal would extend the tax to surgical centers, something Doyle says would generate an additional $74 million in federal Medicaid reimbursement aid. Federal rules require the change to be made within a week. That's the reason for the timing of the special session, which is scheduled for 1 pm today. |

It was not only removed from the table, it passed by a 19-1 vote. The Door County Board made that decision Tuesday in regard to a nearly $800,000 grant from the Wisconsin DNR to help fund a Water Quality Targeted Runoff Management Program. Board Chairman Leo Zipperer says the funds will help farmers pay for manure storage and other methods to help control polluted runoff. |

Katie Sawyer of Egg Harbor earned a $500 award for having the best interview by a non-finalist. The 2009 Miss Wisconsin crown went to Kristina Smaby, Miss Madison Capital City. The pageant was held at Alberta Kimball Auditorium at Oshkosh West High School. |

Sturgeon Bay Mayor Tom Voegele took time out of last week's City Council meeting to recognize a former city leader who passed away recently and Door County supervisors are expected to do the same thing at their meeting today. Norb Schachtner of Sturgeon Bay died June 8 in Chicago. He was 81. Schachtner was the mayor of Sturgeon Bay from 1989 until 1995 and also served for many years on the Door County Board. |

County Leader Upset Over Proposed Bidding Requirements |

Like many municipal leaders, Door County Administrator Michael Serpe is keeping close tabs on the state budget process, and one thing in particular that's grabbed his attention is what he calls "unexplained" provisions that "mysteriously appeared" in the Senate version of the bill that pertain to redefining statutory bidding requirements. In a letter emailed to legislative leaders Friday, Serpe noted the provisions would require all improvement work greater than $25,000 to be bid. He says that would eliminate the ability of the County to do work on its own system with its own crews, and says the provisions would also eliminate the ability of counties to do work for municipalities in their county. |

Trustees in the Village of Egg Harbor have a special meeting this evening to talk about the language for next month's referendum related to improvements at the municipal marina. It's the second try at a referendum for village officials. On May 26, residents voted down a $6.6 million proposal that would have built a new marina. Today's meeting is set to get underway at 5:30 pm at the Paul J. Bertschinger Community Center. |

Some Sturgeon Bay residents could soon be living on a new street without having to move. The City Plan Commission recently discussed the idea of changing the names of two streets: Circle Ridge Road and Division Road. Community Development Director Marty Olejniczak says the request came from the County, which is trying to avoid duplicate street names to make things easier on dispatchers and emergency services. There’s a Circle Ridge Road in Gardner and a Division Road south of Egg Harbor. Both have more addresses than their Sturgeon Bay counterparts. |

Sturgeon Bay Cutting Ties With Planning Commission |

They can change their mind, but members of the Sturgeon Bay City Council this week voted unanimously to cut ties with the Bay-Lake Regional Planning Commission, something the Door County Board did recently. Community Development Director Marty Olejniczak told the Council that when County is a member, all the municipalities automatically become members and the County foots the bill for the dues. But now that the County is dropping out, if Sturgeon Bay wants to stays in they'd be on the hook for about $3,600 a year. |

The Michigan Street Bridge project in Sturgeon Bay is now in demolition mode, something City Engineer Tony Depies calls the "loudest and dustiest" part of any project. Depies says the demolition will involve not only the existing sidewalk but a section of the bridge deck, which is expected to last seven to 10 days. He says after that things should quiet down and become more "neighbor friendly." |

Laura Moeller grew up in Sturgeon Bay and now works as the Executive Director of the Community Clinic of Door County. But she probably didn't take the typical path. Moeller's background isn't in medicine. It's in academics. She says she was teaching Environmental Studies at St. Lawrence University in upstate New York seven years ago when she returned to Door County to care for ailing parents. She says she then thought about what she really wanted to do, saying she wanted to align with her internal mission of helping and giving back to the community. |

A move that would have potentially speeded up the process to approve a new Wal-Mart Supercenter in Sturgeon Bay was rejected Wednesday night by the city's Plan Commission. A request by the retailer to combine the preliminary and final Planned Unit Development approval processes fell by the wayside when the motion didn't receive a second. Commission Chair Dennis Statz says the panel just wasn't ready to make that decision. |

Firefighters and law enforcement officers from around the state have descended on Sturgeon Bay to undergo dive training. The Underwater Crime Scene Evidence training program is co-sponsored by the Sturgeon Bay Police Department, Door County Sheriff's Department and NWTC, and consists of classroom work, pool training and a practical exercise at Old Stone Quarry Park. Police Captain Arleigh Porter says 17 divers are taking part in training this week and another 23 will train next week. |

The State Senate passed its version of the new two-year budget Wednesday, a version that eliminates Governor Doyle's proposed tax on oil companies and repeals the tax break on capital gains. The vote was 17-16, with all the Republicans voting against it. Senate Majority Leader Russ Decker said the spending plan would "protect working families" by not increasing the sales tax and holding the line on most income taxes. But Republicans say repealing the tax break on capital gains would limit opportunities for investments in Wisconsin and hurt small business owners. |

More than 300 acres of land along Lake Michigan and the Sturgeon Bay Ship Canal is one step closer to being preserved. The parcel is currently owned by the City of Sturgeon Bay and Sturgeon Bay Utilities. Tom Voegele is involved with both entities, as the mayor of the city and a commissioner with SBU, which voted Thursday on a purchase offer from the Door County Land Trust.

Sturgeon Bay Utilities has a special meeting today to talk about the offer from the Door County Land Trust to purchase 332 acres of land along the south side of the Sturgeon Bay Shipping Canal. The property is part of a 388-acre parcel deeded jointly to SBU and the City of Sturgeon Bay. SBU General Manager Jim Stawicki says the Land Trust is offering just under $1.9 million for the land, which includes 700 feet of Lake Michigan beach frontage. |

This summer, Door County will host the 2nd Annual Door County Bluegrass Camp at the Wagon Trail Resort August 2nd - 7th, complete with an Instructor Kick off Concert at the Third Avenue Playhouse on August 1st. The camp was such a success last summer, hosts Lynn Gudmundsen and Lloyd Michalsen decided to do it again. The public will be able to hear the campers perform twice during the week at a camp performance, and a barn dance in Sister Bay. |

That is thanks in no small part to local fishing guide Gary Nault, who says he spent the month of May gathering signatures on a petition in support of keeping the office open. The prospect of an accident at a nuclear power plant is not pleasant to think about, but emergency response agencies in Kewaunee County have to know what to do in case there is one, and that will take up quite a bit of their time next week. County Emergency Management Director Lori Hucek says the Kewaunee Power Station will conduct a full-scale exercise Tuesday, with the Point Beach Nuclear Power Plant taking part in an ingestion exercise on Wednesday. |

There are just eight residents who live on the short stretch of 7th near Oregon on the city's east side, and they all voiced their opposition to a proposed plan to make that segment a one-way street. Six of them spoke at last night's meeting, and the two who couldn't attend had a letter read on their behalf. |

It includes a record $2.1 billion in tax and fee increases, but for what it's worth, the state budget is still on track to be passed on time. The Assembly passed the two-year, $62.2 billion spending plan early Saturday, almost exclusively along party lines. Forty-nine Democrats and one Independent voted for it. All 46 Republicans and two Democrats voted against it.

Sturgeon Bay Police handed out several tickets for open intoxicants, but other than that Chief Dan Trelka says there were relatively few problems reported during this past weekend's Steel Bridge Songfest. "Amazingly mellow," is how he put it. Trelka, who estimated the crowd at about 5,000, says his officers made just two or three drunk driving arrests the entire weekend. |

That's a change from the spending plan passed by the Joint Finance Committee, which would have closed 24 of the centers across the state. Sturgeon Bay Mayor Tom Voegele says keeping the field office open would be welcome news. |

The City is getting the word out that it will enforce its ordinance pertaining to weed control, which basically says any property owner within the city should mow all grasses or weeds exceeding ten inches in height. If anyone fails to comply, the city's Weed Commissioner will give a five-day written notice, then have the area mowed or sprayed at the property owner's expense. |

Officials in Sister Bay say the person who allegedly damaged the restrooms at Waterfront Park has been caught and they're making good on their promise of providing a reward to the informant. The vandalism occurred between the mornings of Saturday, May 30 and Sunday, May 31. Village officials announced that they'd give a $500 reward to anyone who could provide information that led to the arrest of the person responsible. |

A 29-year-old musician had to be hospitalized after suffering what police believe was an unprovoked attack early Friday morning in downtown Sturgeon Bay. It happened around 2:10 a.m. on Third Avenue after the man had finished playing a set at Poohs Corner Pub. Police Chief Dan Trelka says three men, two 21-year-olds and a 19-year-old -- all from Sturgeon Bay -- confronted the man after his performance. One allegedly struck him in the face with a beer bottle, and all three are accused of kicking and punching him while he tried to fend them off with his guitar. |
